Abstract Based on ecological footprint theory, this paper makes a study on the modest size of the population in an industry from the point of the maintenance of ecosystem stability, and the sustainable use of natural resources. The basic concepts and the calculation methods of ecological footprint are introduced, and industrial ecological footprint, industrial ecological carrying capacity model are contortioned. By estimating the ecological footprint of the first, second and third industries, using the statistical consumption data of resource and energy in Nanjing, optimum population of the three major industries of Nanjing in 2008 is analyzed. The ecologically optimum population in three major industries would be 102000, 269900 and 2672200. The first and second industries are ecologically deficit for their population, and the population which is ecologically deficit would be reached 350200 and 12625, which shows that the first, second industry in economic activities have an excessive of consumption environment resources, and put enormous pressure to life-support system. At the same time, the third industry has a surplus population, which indicates that consumption of the ecological resources is lesser, and ecological resources can contain more people and industries development has the sustainable ability. The results show that ecological footprint theory, which makes a scientific measure for population, can be applied to the optimum of industries population. Therefore, it is hard to realize sustainable development of industry, and it is very urgent to take measures. Based on the specific situation, that the first and second industries of Nanjing in 2008 had already in a state of ecological deficit and overpopulation, and there is a surplus population of third industry.
